Assistance for Victims of the Boston Marathon Bombings

Assistance for Victims of the Boston Marathon Bombings
The FBI is the lead law enforcement agency responsible for investigating the bombings at the Boston Marathon on April 15, 2013. Crimes can have a devastating effect on victims and their families who may need assistance coping with the impact. Providing information and assistance to victims of the bombings is an important part of our work.
The FBI is legally mandated to identify victims of federal crimes that it investigates and provide these victims with information, assistance services, and resources. The FBI’s Office for Victim Assistance (OVA) is uniquely suited to provide emergency assistance to victims of domestic and international terrorism and mass violence crimes due to its national and international scope and extensive experience in responding to more than 13,000 victims of these crimes. 
If you were injured or witnessed the Boston Marathon bombings, you may be eligible for certain services and rights, including special funding to provide emergency assistance, crime victim compensation, and counseling. Red Cross Response Efforts Continue in Texas and Boston


WASHINGTON, Thursday, April 18, 2013 — The American Red Cross is supporting people in West, Texas after the plant explosion there while continuing to help first responders and those affected by the marathon bombings which occurred earlier this week in Boston. In addition, local chapters in the Midwest are responding to the severe weather threat there.

“Our hearts go out to everyone affected by this week’s tragic events in Texas and Boston,” said Trevor Riggen, vice president of Disaster Operations for the Red Cross. “Our teams are on the ground now helping those in need and we will continue to work in close coordination with officials in Texas and Boston to determine how we can best support these communities as they recover.”

WEST, TEXAS EXPLOSION Within hours of the plant explosion in Texas, the Red Cross opened a shelter and began supporting a community response center. Red Cross disaster workers have been deployed from all over the state and are providing emotional support and health services with relief items such as comfort kits and water enroute to the region. Red Cross Blood Services is providing blood products to help those injured in the explosion.

MARATHON BOMBINGS In Boston, the Red Cross is providing emotional support and health and spiritual care services at the various community vigils and supporting a family assistance center. Red Cross Blood Services has provided about 500 blood products to several hospitals in the Boston area. Nearly 150 disaster workers have deployed to provide support and comfort. Since Monday, the Red Cross has served about 7,000 meals and snacks, distributed relief items like blankets and comfort kits and provided hundreds of mental health and health services to those affected.

SEVERE WEATHER Red Cross chapters throughout the Midwest are also preparing for severe weather and flooding as rain and winds continue to move through that part of the country. Volunteers and shelters are ready in several states if needed.

HOW TO HELP This week’s tragedies prove that an emergency can happen anywhere, at anytime. While the Red Cross helps in Texas and Boston, it is preparing to respond to severe weather and flooding in other areas of the country. To support Red Cross disaster response, people can donate to Red Cross Disaster Relief at www.redcross.org or by texting REDCROSS to 90999 to make a $10 donation. People who want to make a donation to directly support victims of the Boston Marathon bombings can visit www.theonefundboston.org.

The Red Cross has enough blood in its inventory now to support both the situation in Texas as well as Boston but reminds everyone that the need for blood is constant. Those who are eligible to give blood are strongly encouraged to schedule an appointment to give in the days and weeks ahead by calling 1-800-RED CROSS or visiting www.redcrossblood.org.

Many rushed in to provide immediate help for victims of the explosions in Texas and Boston. People can register for a Red Cross First Aid/CPR class at www.redcross.org or take the Family First Aid and CPR class online by visiting www.redcross.org/takeaclass. They can also download the free Red Cross First Aid App which puts simple lifesaving information for first aid emergencies in the hands of smart phone and tablet users. The app is available in the Apple App Store and Google Play Store.

STEPS TO HELP COPE It has been a difficult week for people across the country. In times like these, it is important for people to connect with and support each other. The Red Cross has information people can use to cope in the aftermath of these tragedies. For free counseling or support which is available 24 hours a day, seven days a week, people can contact the Disaster Distress Helpline at 1-800-985-5990 or text “TalkWithUs” to 66746.


Boston Region Transportation System Shut Down As Law Enforcement Manhunt Continues

BOSTON - Because of the ongoing manhunt for a person wanted in connection with Monday’s Marathon bombings, all MBTA services (to include buses, the subway, and ferries) have been shut down effective immediately. People should not go to or congregate at transportation stations.

Authorities are advising residents in Watertown, Newton, Waltham, Belmont, Cambridge and the Alston Brighton neighborhoods of Boston to stay indoors. Residents should not answer the door unless it is a police officer, and are advised to stay away from windows. All businesses in these towns will remain closed until further notice. People should not congregate outside.

Residents and businesses should monitor media for further information.

The Coast Guard wishes to reiterate that the mass transit shutdown does include the ferry system in Boston.

Red Cross Response to the Boston Marathon Explosions


WASHINGTON, Tuesday, April 16, 2013 — Our hearts go out to everyone in Boston dealing with this tragedy and our thoughts are with all of those injured.

We understand that people around the country want to help and we appreciate that nationwide show of support. Right now, the Red Cross has what it needs to support this event both financially and with an adequate local blood supply.

In response to the marathon bombings, the Red Cross has provided about 450 additional blood products to several area hospitals to help meet the needs of those injured. At the request of Boston area authorities, the Red Cross is also providing mental health and spiritual care support to the people injured and their families. We will be working in close coordination with officials to determine how else we can best help the community and support emergency workers.

People who may want to provide other support to the Red Cross can consider taking one of these actions:

This tragedy shows that emergencies can happen in any community at any time. While the Red Cross has all it needs to respond to this event, we do need the public’s support to respond to the nearly 70,000 other disasters we handle every year around the country and Boston. If you want to support our work responding to and preparing for future emergencies please make a donation to Red Cross Disaster Relief at redcross.org.
The need for blood is constant. Eligible blood and platelet donors across the country are strongly encouraged to schedule an appointment to give in the days and weeks ahead by calling 1-800-RED CROSS or visiting redcrossblood.org.
Type O negative blood is often used during emergencies, when there is no time to determine the patient’s blood type. It’s especially important that people with type O blood donate as frequently as they can.
Many people in Boston yesterday jumped in to provide immediate help for the victims. Register for a Red Cross First Aid and CPR/AED course at redcross.org so that you can be better prepared to help in future emergencies.

For those in Boston or have loved ones there, knowing people are safe is the best way to bring peace of mind. It is important for people to connect with one another. Those in Boston without computer access can text loved ones or call a family member and ask them to register the person on the site.

Watching the events in Boston unfold both on television and social media can be stressful for people and bring up memories of other tragedies.

Events like this can cause feelings of uncertainty and anxiety since no one knows for sure what will happen next. It’s important to remember that it's okay to feel nervous. People should take care of themselves and their families, and for example, can reach out to others to offer and receive support. Parents should let children talk about their fears and then reassure them about their safety. It’s also important for people not to overexpose themselves to media reports about the tragedy.

Investigation Update: Boston Marathon Bombings

Let me recap our efforts in this investigation.
Yesterday at this time, our collaborative efforts were focused on saving lives and treating the injured. At the same time, resources were directed to ensure the safety of our community.
As soon as those important tasks were completed, first responders focused on establishing a criminal investigation. The FBI Boston’s Joint Terrorism Task Force, composed of more than 30 federal, state, and local law enforcement agencies, including Boston Police, Massachusetts State Police, and ATF, HSI, United States Secret Service, and others responded to the scene. Many of them were already there as part of the general security for the marathon already in place.
The first step law enforcement took was to secure the physical area around the blast for the purpose of preserving evidence in the area related to the devices itself. This morning the FBI, along with Boston PD, Massachusetts State Police, and ATF officially began its forensic evidence recovery effort at the site. Their goal was to recover physical items related to the blast. Those items have been recovered and sent to the FBI’s Laboratory in Quantico, Virginia. There, specialized examiners will reconstruct the device and determine its makeup and components. Among items partially recovered are pieces of black nylon—which could be from a backpack—and what appear to be fragments of BBs and nails possibly contained in a pressure cooker device. We are expediting this blast evidence to our Laboratory in Quantico, Virginia for a complete and thorough analysis.
In addition, this morning, it was determined that both of the explosives were placed in a dark-colored nylon bag or backpack. The bag would have been heavy because of the components believed to be in it. At this point, it is difficult to determine specific components used until we can eliminate other factors which may have been already present in the environment. In fact, that won’t be known with some certainty until the Laboratory completes its final review.
Away from the scene, yesterday afternoon, the JTTF began its investigation. Immediately after the bombing, the FBI initiated a command post. Those assigned to the JTTF, intelligence analysts, and other personnel from every state, local, and federal government agency associated with the JTTF—and many others on their own, including Boston PD and Mass State Police—more than 1,000 law enforcement officers across many agencies—have been assigned to this investigation via the command post. They began canvassing sources, reviewing government and public source databases, and conducting interviews with eyewitnesses and others to determine who is responsible for this crime. We are doing this methodically, carefully, yet with a sense of urgency.
All across the nation, and around the world, the force of the United States is working hard to locate those responsible.
Already, the FBI has received more than 2,000 tips as of noon today, many of which have already been reviewed, analyzed, and vetted.
We will continue to work around the clock, tirelessly, side by side with our partners to continue to investigate and act on these leads.
Regarding who might be suspected of this event, the investigation is in its infancy. As law enforcement, it’s our responsibility to thoroughly review each and every piece of evidence. Some of our activity you may see, some of it you won’t—but rest assured, we are working hard to get the answers.
At this time, there are no claims of responsibility. The range of suspects and motives remains wide-open.
Importantly, the person who did this is someone’s friend, neighbor, coworker, or relative. We are asking anyone who may have heard someone speak about the marathon or the date of April 15 in any way that indicated he or she may target the event to call us. Someone knows who did this.
Cooperation from the community will play a crucial role is this investigation. We ask that businesses review and preserve surveillance video and other business records in their original form. And we are asking the public remain alert and to alert us to the following activity:
  • An individual who expressed a desire to target the marathon;
  • Suspicious interest in researching how to create explosive device;
  • The noise of explosions in remote areas prior to yesterday which may have been used as tests by those responsible;
  • Someone who appeared to be carrying an unusually heavy, dark-colored bag yesterday around the time of the blasts and in the vicinity of the blasts.
As further substantive details become available that are appropriate for release, then together we will either issue a release or hold a press conference.
Tomorrow, we plan to hold another press conference in the early afternoon.

BOSTON UPDATE: It is confirmed the there are 3 dead, over 176 injured with 17 of those still in critical condition.  The FBI has taken charge of the investigation and states that there were only the 2 bombs.  There are also reports of a search of an apartment in Revere overnight. Evidence was removed from the residence.

I would like to start this morning by thanking the first responders from Boston EMS and Boston Fire Department and the volunteer physicians, nurses, and medical staff from the community who volunteered at the marathon. Their services and heroic actions saved lives yesterday afternoon.

We continue to work shoulder-to-shoulder with our JTTF [Joint Terrorism Task Force] partners and the Boston Police Department and the Massachusetts State Police, as well as all of the other JTTF agencies.

Our mission is clear—to bring to justice those responsible for the marathon bombing.

The American public wants answers. The citizens of the city of Boston and the Commonwealth of Massachusetts want and deserve answers. This group of dedicated men and women standing before you today pledge to do everything possible to get those answers.

This remains a very active investigation. Our ongoing investigation in various locations throughout the area goes on. However, there are no known additional threats. We continue to interview various witnesses and process the crime scene, which could take some time. The citizens of Massachusetts and the city of Boston should expect to see the FBI and its JTTF partners conducting investigative activity in the greater Eastern Massachusetts and Boston areas.

Assistance from the public remains critical in establishing a timeline of events, which leads to swift conclusion through due diligence and strong investigative activity.

We commend the public. We commend the citizens of Boston and the citizens of the Commonwealth of Massachusetts for the information that has been provided to law enforcement so far. And we strongly encourage that assistance to continue.

It is paramount to explain the FBI and our JTTF role to a greater extent—the volume of tips we have received and reiterating the resources we provide. We have received voluminous tips over the last 18 hours since the incidents.

We have staffed our 1-800-CALL-FBI tip line and we continue to encourage individuals to contact that line with any additional tips.

We are bringing additional victim assistance and Evidence Response Team resources from our Headquarters components and the field offices to Boston. And they are on site working as we speak, processing evidence at the crime scene.

To the extent the crime scene still plays in Copley perimeter—it continues to be a crime scene and may be that for days.

The FBI JTTF is logically following up on a variety of leads. You will see us and our law enforcement partners interviewing, maybe, your neighbor or co-worker or even yourself in coming days. We encourage you to please cooperate with law enforcement authorities.

The resources of the FBI and the JTTF allow for swift action, which we hope will yield quick results. But that does not diminish our diligence and persistence in combing through the high volume of evidence and leads that we are processing right now. We are just beginning upon that path.
