Coast Guard interdicts suspected drug smugglers off Southern California

LOS ANGELES - The Coast Guard and Customs & Border Protection worked together to interdict a panga vessel suspected of smuggling narcotics near Santa Rosa Island, Calif., late Monday  morning.

Coast Guard Sector Los Angeles-Long Beach received a report of a suspicious vessel from a Good Samaritan and launched a MH-65 Dolphin helicopter from Air Station Los Angeles to investigate.  A 45-foot Response Boat Medium from Coast Guard Station Channel Islands Harbor was dispatched and CBP Office of Air and Marine launched a Black Hawk helicopter and a fixed-wing Multi-role Enforcement aircraft.  Coast Guard Station Los Angeles-Long Beach also dispatched a 45 RBM to assist.

Leveraging their new 45 RBM and its advanced capabilities, the Channel Islands Harbor boat crew was able to successfully interdict the vessel and take the two suspects onboard into custody.

With the help of CBP Office of Air and Marine  and Coast Guard spotters from the air, the Channel Islands Harbor boat crew was also able to recover approximately 50 bales of suspected marijuana.

The two suspects will be turned over to the custody of U.S. Immigration and Customs Enforcement's Homeland Security Investigations for processing and presentation to the U.S. Attorney's office for federal prosecution.

CALIFORNIA AND ISRAEL SIGN PACT TO STRENGTHEN ECONOMIC, RESEARCH TIES

Mountain View, California - Governor Edmund G. Brown Jr. and Israeli Prime Minister Benjamin Netanyahu today signed a broad agreement to develop joint projects and conduct mutually beneficial research in California and Israel.

"Through this agreement, California and Israel will build on their respective strengths in research and technology to confront critical problems we both face, such as water scarcity, cybersecurity and climate change," said Governor Brown.

The agreement will boost economic, cultural and academic cooperation between California and Israel, with an emphasis on water conservation, alternative energy, cybersecurity, health and biotechnology, education and agricultural technology.

The agreement will also enable Israeli companies to access California's Innovation Hubs (iHUB), an innovation network that includes 16 clusters of research parks, technology incubators, universities and federal laboratories, together with economic development organizations, business groups and venture capital funds.

The agreement, signed today, is copied below:

Memorandum of Understanding On the Establishment of a Strategic Partnership for Joint Innovation, Exchanges and Cooperation Between The Government of the State of California, United States of America And The Government of the State of Israel

THE GOVERNMENT OF THE STATE OF ISRAEL AND THE GOVERNMENT OF THE STATE OF CALIFORNIA (hereinafter "the Participants") RECOGNIZE THAT:

WHEREAS, two-way trade between Israel and California totaled over $4 billion in 2013 - one of the largest two-way trade relationships between Israel and a U.S. State; and

WHEREAS, the State of California and the State of Israel share close ties and are global leaders in the alternative energy, environmental technology, and other technology-based industry sectors; and

WHEREAS, the State of California is home to the largest in-state innovation network in the United States, which offers technology-commercialization opportunities for the State of Israel; and

WHEREAS, the Participants seek to expand the current level of cooperation between Israel and California in, but not limited to, alternative energy, environmental technology, health, food and agriculture and other technology based industry sectors, business innovation, research and development.

THEREFORE, IT IS DECLARED AS FOLLOWS:

The Participants hereby sign this Memorandum of Understanding for the purposes of establishing a formal relationship between them to foster economic cooperation and economic development, facilitate joint industrial research and development, and enhance business relationships and educational opportunities to foster job creation and incubate global solutions from joint California-Israel innovation initiatives.

To achieve these aims:

1. The Participants intend to seek to convene bilateral, interagency and inter-ministerial working groups with international expertise to coordinate initiatives.

2. The Participants plan to facilitate collaborations between Israeli and Californian entrepreneurs and researchers through (though not exclusively limited to) the California innovation hub (iHub) network - a network consisting of self-funded, collaborative regional innovation clusters, uniting government, universities, foundations, national labs and the private sector.


3. The Participants intend to support and encourage their people and competent authorities to further develop interpersonal contacts and exchanges, and to promote mutual cooperation, understanding, and friendship by encouraging ad hoc task forces, trade delegations, and professional exchanges between Israel and California in key sectors including, but not limited to:

a.) Water Conservation and Management

b.) Alternative Energy and related Clean Technologies

c.) Health and Biotechnology Solution

d.) CyberSecurity

e.) Arts & Culture

f.) Education

g.) Agricultural Technologies

4. The Participants intend to support and encourage the creation of public-private partnerships between Californian and Israeli entities in these areas of economic development, social entrepreneurship, or academic research related to the above activities.

5. The Participants intend to support and encourage the strengthening of sister city programs between Israeli and California cities, which are designed to enhance opportunities for cultural and educational exchanges, economic partnerships, and social entrepreneurship on the local level.

6. The Participants intend to encourage collaboration between California and Israeli universities, public and private research institutions.

This Memorandum of Understanding is intended to become effective on the date it is signed and does not create any legally binding rights or obligations for either Participant. This Memorandum of Understanding was signed in Mountain View on the 5th day of March, 2014, corresponding to the 3rd day of Adar II of 5774.

State Schools Chief Tom Torlakson Announces Release of $38 Million to Local Educational Agencies Under Proposition 39

SACRAMENTO, California — School districts will soon receive about $38 million from the state in the second round of planning funds from voter-approved Proposition 39, State Superintendent of Public Instruction Tom Torlakson announced today.

Proposition 39 will direct up to $2.5 billion in new revenues over five years to fund projects by California's local educational agencies (LEAs), including school districts, charter schools, county offices of education, and community colleges. Future years' funding will go toward the projects themselves, and first-year awards that were not used for planning can also go toward projects.

"The funding voters provided with Prop 39 will go a long way toward supporting our schools as they create stronger learning environments for our students," Torlakson said.

The first round of funding—totaling approximately $106 million—went to LEAs last November to begin assessing needs and planning projects. As part of the application to request energy planning funds, LEAs have certified that these funds will be used for authorized energy planning expenditures.

State Schools Chief Tom Torlakson Unveils New Standards for High-Quality After School Programs

SACRAMENTO, California — Far from being lost time, the hours after school and during summer can be opportunities for students to build on what they learn in the classroom, State Superintendent of Public Instruction Tom Torlakson said today as he released a new set of standards that define expectations for California's high-quality expanded learning programs.

Expanded learning refers to summer, intersession, and before and after school programs. Research on expanded learning programs shows a positive effect on student attendance at school, reduced high school dropout rates, reduced juvenile crime, and increased academic success for students. Shortly after taking office in 2011, Torlakson created an After School Division at the California Department of Education charged with improving and expanding these learning opportunities for students.

"Californians have always led the way in seeing the value of expanded learning and being willing to invest in giving our young people every opportunity to succeed," Torlakson said. "When I created the After School Division, it was to build on that support and momentum, in part by looking at the best programs and working to identify the keys to their success and replicate it."

The CDE After School Division worked with the California Afterschool Network, a coalition of experts and providers funded by foundations, to bring together a "Work Group on Quality Standards" through a competitive application process. Through research and feedback from stakeholders, the work group developed 12 standards for expanded learning programs. Examples include:
  • Youth voice and leadership (providing young people a meaningful role in program design and implementation, with ongoing access to leadership roles).
  • Skill building (maintaining high expectations for all students, intentionally linking program goals, curricula, and activities with 21st-century skills).
  • Sustainability (building lasting partnerships with the community and securing commitments for in-kind and monetary contributions).
Moving forward, these standards can be used to inform the After School Division's decision-making, such as in requests for applications; to guide program providers in assessing their own programs; or to help parents and students identify and choose good programs.

California's expanding learning programs reach about 4,400 schools around the state. They are in large part funded through voter-approved Proposition 49, which guarantees $550 million annually for the state's After School Education and Safety Program—more than all other states' spending combined. California administers another $120 million in federal after school program funds. Legislation Torlakson authored in the California State Assembly and Senate led to the creation and expansion of these programs.

"California's expanded learning programs are an integral part of young people's education, engaging them in year-round learning opportunities that prepare them for college, career, and life," Torlakson said.

BREAKING NEWS: Firefighters Battling 125 Acres, Rapidly Growing Wild Fire

GLENDORA, California -- A wildfire burned out of control near homes in the dangerously dry foothills of the San Gabriel Mountains early Thursday, fanned by gusty Santa Ana winds that spit embers into neighborhoods in the city below, igniting trees. Evacuations were ordered for houses at the edge of the fire.

The blaze charred at least 125 acres above a neighborhood abutting a canyon of Angeles National Forest, just north of the San Gabriel Valley community of Glendora. The wilderness area is about 25 miles northeast of downtown Los Angeles.

The notorious Santa Anas, linked to the spread of Southern Californians worst wildfires, picked up at daybreak. The extremely dry Santa Anas blow downslope and can push fires out of the mountains and into communities below.

TV news helicopters spotted embers igniting palm trees in residential yards as firefighters with hoses beat back flames lapping at the edges of homes.

Glendora police said officers were going door to door ordering residents to leave. Citrus College, located in the heart of Glendora, canceled classes for the day.

The Los Angeles County Fire Department deployed seven engines and three helicopters to the fire, which was reported around 5:50 a.m. (PST) and was growing rapidly. Officials added to the firefighting aircraft with a water-dropping Super Scooper plane.

The fire erupted abruptly, said Jonathan Lambert, general manager of Classic Coffee in Glendora.

"All of a sudden a customer came in, `Have you seen the fire?' `No, we haven't.' We went outside and it's been moving incredibly quickly down that hill," Lambert told KNBC-TV.

The last catastrophic fire in the San Gabriel Mountains broke out in 2009 and burned for months. The flames blackened 250 square miles, killed two firefighters and destroyed 209 structures, including 89 homes.

California is in a historically dry era and winter has brought no relief.

Red flag warnings for critical fire weather conditions were posted from Santa Barbara County south through Los Angeles to the U.S.-Mexico border, along the spine of the Sierra Nevada, and in areas east and north of San Francisco Bay.

Fires that struck windy areas of the state earlier in the week were quickly quashed by large deployments of firefighters, aircraft and other equipment before the flames could be stoked by gusts into major conflagrations.

Large parts of Southern California below mountain passes, canyons and foothills have been buffeted all week by the region's notorious Santa Ana winds.

Spawned by surface high pressure over the interior of the West, the Santa Anas form as the cold air flows toward Southern California, then speeds up and warms as it descends in a rush toward the coast. Some of the most extreme gusts reported by the National Weather Service topped 70 mph.

These offshore winds also raise temperatures to summerlike levels. Many areas have enjoyed temperatures well into the 80s.

California is also under the influence of a persistent upper-level ridge of high pressure anchored off its north coast that has also kept the region generally warm, dry and clear.

Teen Actress and Philanthropist Jordan Van Vranken Hosts 4th Annual Bowl-A-Thon to Support Kids with Cancer

Los Angeles, California - Teen actress Jordan Van Vranken is hosting her fourth Annual Bowl-A-Thon Saturday, January 25, 2014 to raise money to support kids with cancer, specifically the children housed at Memphis’ Ronald McDonald House who are being treated at St. Jude Children’s Research Hospital.  A Memphis native who now resides in Los Angeles, Jordan created the Bowl-A-Thon event as a way to raise awareness and allow her Los Angeles-based friends and fellow actors and entertainers to participate in this worth-while cause.

Jordan is passionate about the mission at St. Jude Children’s Research Hospital and the Memphis Ronald McDonald House.  She has been a volunteer for years and has been involved in the annual Radiothon in Memphis since she was a young girl, an event that has raised nearly $10 million dollars.

“I love the Memphis Ronald McDonald House and the St. Jude kids. I know I’ve said it before…most people don’t realize that the young patients being treated at St. Jude and their families stay at the Ronald McDonald House for free…so any fundraising event is critical toward contributing to the operating costs of the House.”

G Hannelius Radio Disney Sacramento Meet & Greet

Genevieve Hannelius born December 22, 1998, known professionally as G. Hannelius, is an American actress and singer. She currently stars as Avery Jennings in the Disney Channel sitcom Dog With a Blog.
