Sam Baxter New City of West Hollywood Assistant City Manager and David Wilson New Finance & Technology Services Director

West Hollywood, California - Sam Baxter is the new City of West Hollywood Assistant City Manager and David Wilson the new Finance& Technology Services Director. As the Assistant City Manager, Baxter will assist the City Manager with the City of West Hollywood’s day to day operations. As the Director of Finance and Technology Services, Wilson is responsible for overseeing the department’s four divisions, which include General Accounting, Budget & Compensation, Revenue Management, and Information Technology.

Prior to being hired as the Assistant City Manager, Baxter was the Director of the Department of Human Services and Rent Stabilization Department; and the Manager of the Facilities and Field Services Division.  He has been with the City for more than twenty years.
Previous to joining the City, Sam Baxter managed the San Luis Obispo County park system, was Assistant Director of Park and Recreation in Pasco, Washington and a partner in a family owned
residential development company. His professional membership includes the California Parks and Recreation Society and the American Public Works Association. Baxter received a Bachelor of Science Degree in Natural Resources Management from California State University, San Luis Obispo.
             
As the Director of Finance and Technology Services, Wilson acts as the City’s Risk Manager and Treasurer, in addition to assisting the Executive Team in accomplishing all major initiatives while maintaining a balanced budget.  Prior to being appointed Director of Finance & Technology Services, Wilson served as the City’s Budget & Compensation Manager for four years where his duties included preparing and monitoring the City’s budget and oversight of the City’s payroll and benefits.
             
Wilson has been employed by the City of West Hollywood for more than thirteen years serving as a Senior Management Analyst in the City Manager’s Office and a Project Development Administrator in Housing and Redevelopment before moving to the Finance and Technology Services Department.  Wilson holds a bachelor’s degree in Political Economy of Industrial Societies from the University of California at Berkeley and the master’s degree in Planning from the University of Southern California’s School of Policy, Planning and Development.
